Jerry Brown Has One Good Idea

Jerry Brown, the Democrat candidate for California governor, has been in politics a long time, having served as governor, mayor of Oakland, attorney general, and son of former governor Pat Brown.  He's been called governor "moonbeam" and other names.  But he is no lightweight, and as of this post, is favored in both the polls and on intrade.com to become governor again.

What is his good idea?  He expressed it during his 1992 run for the Democrat presidential nomination and in the photo taken in the mock oval office in the Ronald Reagan Presidential Museum.
